About the position
The
Transport Policy Manager will spearhead ITDP Africa’s efforts in developing and
advocating for policies that promote sustainable, inclusive, and low-emission
urban transport systems in African cities. This role will focus on policy
analysis to facilitate the transition to low-emission transport systems,
particularly in both formal and informal transport sectors. Key
responsibilities will include evidence-based policy design, providing
government advice, and coordinating with stakeholders.
This
position is located in Nairobi, Kenya, and reports to the Africa Director. It
is a full-time, one-year renewable contract based on performance.
Responsibilities
The
Policy Manager works closely with ITDP staff and international experts. They
will be responsible for the following:
- Lead policy
research and analysis on urban transport systems, including projects on
electric mobility, transport finance and planning for low-carbon
transportation systems.
- Support
national and local governments in developing policy briefs, regulations,
and roadmaps for sustainable transport.
- Monitor and
analyse trends in transportation policy, climate action, energy access,
and urban mobility.
- Collaborate
with transport agencies, utilities, ministries, regional bodies, and
development partners to align electrification and mobility efforts.
- Build and
maintain partnerships with civil society, academia, and the private
sector.
- Represent the
organisation in policy dialogues, technical working groups, and high-level
forums.
Qualifications
- Master’s degree
in transport policy, transportation planning, transport economics,
environmental policy, urban development, or a related field.
- Minimum 6 years
of experience in policy development or advocacy, preferably in the
transportation or energy sector.
- Experience in
transport sector finance, with a focus on financial modelling and
evaluating funding mechanisms for transport projects.
- Strong
understanding of electric mobility technologies and climate change
frameworks.
- Proven
experience working with government stakeholders and multilateral
institutions in Africa.
- Strong skills
in data analysis and producing high-quality reports.
- Experience in
project management, including coordination and timely delivery of
projects.
- Excellent
communication skills, including making well-structured presentations to
diverse audiences.
- Fluency in
written and spoken English is required.
- Strong
commitment to advancing ITDP’s mission and to environmental and social
justice.
- Availability to
travel frequently.
