Our
client in the logistics industry is looking to hire a Declarant Clerk responsible
for preparing and processing customs documentation to facilitate the lawful and
efficient import, export, and transit of goods. The role ensures that all
shipments comply with customs regulations and that cargo is cleared within the
shortest possible time while minimizing costs associated with delays, storage,
demurrage, and penalties.
Key Roles and Responsibilities
- Prepare and submit import, export, and transit customs declarations
through the Kenya Revenue Authority (KRA) iCMS system.
- Verify the accuracy and completeness of shipping documents,
including Commercial Invoices, Packing Lists, Bills of Lading, Air
Waybills, Certificates of Origin, Import Declaration Forms (IDFs), and
permits.
- Classify goods using the Harmonized System (HS) Codes and determine
the applicable customs duties, VAT, excise duty, and other statutory
levies.
- Ensure compliance with the East African Community Customs Management
Act (EACCMA), KRA regulations, KEBS requirements, and other government
agency requirements.
- Coordinate customs clearance with KRA, KEBS, KEPHIS, Port Health,
shipping lines, Container Freight Stations (CFS), freight forwarders,
transporters, and other stakeholders.
- Monitor cargo movement and shipment status from arrival to final
release and delivery.
- Resolve customs queries, documentation discrepancies, inspection
issues, and declaration amendments to prevent clearance delays.
- Prepare customs valuation documents and maintain accurate customs
records for audits and compliance purposes.
- Advise internal teams and clients on customs procedures,
import/export documentation requirements, tariff classifications, and
regulatory changes.
- Liaise with transport and warehouse teams to ensure timely cargo
collection and delivery.
- Prepare reports on customs activities, shipment status, and
clearance performance.
Key Competencies
- Degree in a Business-related field preferably Shipping and
Logistics.
- Minimum of 2 or more years’ experience in a similar role.
