Project
Summary:
- CEFA will coordinate the implementation of the
project “GROW – Gender-Responsive Opportunities for Water Access,
Livelihood Recovery and Climate Resilience for Vulnerable Communities in
West Pokot County,” funded by AICS and implemented in partnership with
Perur Rays of Hope in West Pokot County, Kenya. The project will be
carried out in Pokot North Sub-County, specifically in Kodich, Kapchok and
Kiwawa wards.
- The overall objective of the project is to
improve the living conditions and the capacity to respond to shocks of
populations most exposed to multidimensional poverty and the impacts of
climate change. Specifically, the project aims to address humanitarian
needs and strengthen the resilience of vulnerable communities in ASAL
areas through three main components: (a) improving safe and continuous
access to drinking water and inclusive WASH services, with a focus on
women, girls and persons with disabilities; (b) strengthening food
security, nutrition, agriculture and pastoral livelihoods through
sustainable practices, dietary diversification, income-generating
activities, fodder production and support to the honey value chain; and
(c) enhancing disaster risk reduction through risk analysis tools, early
warning systems, agroforestry, reforestation and sustainable land
management.
- Under the supervision of the Project Manager,
the CEFA Field Coordinator will be responsible for coordinating and
monitoring the implementation of project activities in West Pokot County,
ensuring technical quality, operational follow-up and compliance with CEFA
and AICS procedures. The Coordinator will provide technical support to
local staff and the implementing partner, facilitate coordination with
institutional stakeholders such as the Government of West Pokot County and
relevant technical authorities, and contribute to planning, monitoring,
reporting and field-level supervision across the WASH, Agriculture/Food
Security and DRR components. The duty station will be West Pokot County,

General
Objectives and Responsibilities:
- The CEFA Field Coordinator, under the direct
supervision of and in constant coordination with the Project Manager, will
be responsible for coordinating and monitoring the implementation of the
project in the field, ensuring technical quality and compliance with
operational deadlines.
Main
Duties
- Coordinate and supervise the local operational
staff on a daily basis, organizing workloads, assigning tasks and
monitoring results. Ensure team motivation, compliance with deadlines and
adherence to technical and safety standards, promoting a collaborative and
constructive working environment.
- Ensure the timely and correct implementation of
all project activities in the WASH, Agriculture/Food Security and DRR
components, guaranteeing compliance with work plans, quality standards and
CEFA/AICS procedures.
- Coordinate and participate in follow-up and
training activities addressed to staff, partners and beneficiaries,
providing technical assistance and promoting the strengthening of local
capacities for the sustainability of the interventions.
- Maintain regular and constructive relations with
local authorities, government offices, technical agencies and other key
stakeholders, ensuring coordination with the Project Manager and
representing the project in technical working groups and official meetings.
- Ensure effective collaboration with the
implementing partner, promoting constant information exchange, timely
resolution of any critical issues and alignment with the project
strategies.
- Support the local partner in the proper
management of the project cycle, contributing to the preparation of
operational plans, progress updates, narrative and financial reports, as
well as communication and visibility materials.
- Organize and facilitate periodic meetings with
staff and the local partner to plan, monitor and evaluate the progress of
activities, ensuring a clear definition of responsibilities and effective
follow-up of decisions taken.
- Develop and update, in close coordination with
the Project Manager, the overall action plan, the monitoring and
evaluation plan (M&E) and the indicator monitoring table. Ensure that
these tools remain constantly aligned with the progress of activities and
allow effective technical and time control of the project.
- Formulate specific operational plans for the
WASH, Agriculture/Food Security and DRR components, defining objectives,
timelines, resources and responsibilities, in collaboration with the local
partner, the regional technical team and the Project Manager.
- Design and validate, together with the local
partner and the regional technical team, training contents and tools for
capacity strengthening on WASH, Agriculture/Food Security and DRR,
ensuring their methodological quality, relevance and transferability.
- Ensure a robust and effective M&E system,
guaranteeing data collection and analysis, preparation of periodic
reports, production of field observations and case studies, in accordance
with donor guidelines and CEFA procedures.
- Submit clear and timely reports to the Project
Manager on the progress of activities and the results achieved, providing
critical analysis and useful recommendations for decision-making processes
and for the possible reorientation of strategies.
- Systematically monitor compliance with
transparency and accountability procedures, ensuring that all activities
are carried out in line with CEFA management manuals and the operational
guidelines of the AICS donor, and that any critical issues are promptly
reported to the Project Manager.
- Collaborate with the project administrator and
accountant to provide complete and timely data, ensuring the proper
documentation of expenses and facilitating accurate reporting to CEFA and
the donor.
- Support and monitor procurement and tender
procedures, ensuring their full compliance with Kenyan regulations, CEFA
procedures and donor procedures.
- Promote and safeguard a positive image of the
organization and the project in all interactions with communities,
authorities and partners, ensuring transparent communication consistent
with CEFA values.
- Perform any other duties necessary for the
successful implementation of the project, in accordance with the
instructions of the Project Manager.
Requirements
- Bachelor’s or Master’s degree in International
Cooperation, Engineering, Agriculture or equivalent disciplines.
- At least 5 years of experience as a project
coordinator or technical coordinator in similar organizations, preferably
in emergency contexts and/or in agriculture and rural development.
- Possession of a valid Kenyan
motorcycle riding licence, minimum Class A2, and proven ability and
willingness to ride a motorcycle in rural and remote areas is considered
an asset.
- Excellent knowledge of English; knowledge of the
Pokot language C
- Excellent knowledge of the project cycle
(Project Cycle Management – PCM).
- Excellent command of the Microsoft Office
package.
- Strong attention to detail, with the ability to
work accurately and consistently.
- Excellent problem-solving skills, with the
ability to identify critical issues and effective solutions.
- Strong inclination towards teamwork, with the
ability to collaborate constructively and foster a positive working
environment focused on the achievement of objectives.
- Solid analytical skills, with the ability to
collect, analyse and synthesize information to support decision-making
processes.
- Previous work experience with CEFA and/or AICS
is considered an asset.
