Senior Technical Officer-Surveillance

Job Summary:
The Senior Technical Officer (STO) will oversee the male circumcision (MC) project surveillance design and implementation, including analysis and dissemination.
The STO will also provide technical assistance for quality assurance and improvement of the process, for implementation and for data quality control and data use in Nyanza province.
Key Responsibilities
- Provide technical assistance in male circumcision (MC) surveillance design, implementation and capacity-building of surveillance components of individual and country-level HIV prevention, care and support programs.
- Facilitate implementation of MC surveillance in the context of Second Generation Surveillance working with the Ministries of Health’s, National and Nyanza Male Circumcision Taskforces, or other relevant government agencies, bilaterals and NGOs.
- Provides technical support in surveillance and epidemiological research (including study design/sampling strategies, analysis and presentation of data) to the Voluntary Medical Male Circumcision programme in Kenya and other institutions, as appropriate.
- Manages and analyzes the surveillance data from the project and facilitates dissemination and use.
- Prepares surveillance reports, based on collected data.
- Coordinates male circumcision surveillance activities with MC research activities.
- Represents the Male Circumcision Consortium to external organizations at professional meetings and conferences as assigned.
- Maintains a constructive dialogue and technical exchange with national and field counterparts and technical staff of implementing partners.
- Participates in resource development and other writing on surveillance activities.
Requirements: Knowledge, Skills and Abilities
- Knowledge and experience in biologic (HIV and STI) and behavioral surveillance as it relates to HIV/AIDS, reproduction health, family planning, public health programs, and/or social science research in East Africa.
- Work experience in male circumcision desirable.
- Informed on current developments in MC surveillance and HIV surveillance by review of current literature and alerts colleagues and/or management team to any implication of such research for project activities.
- Sensitivity to cultural diversity and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection and MC.
- Knowledge of evaluation methodologies to plan and manage activities.
- Ability to interpret data and draw appropriate conclusions on their significance and relevance to public health.
- Excellent writing and verbal communication skills.
- Relevant computer software skills (including, SPSS/STATA/SAS, Access, Excel, EpiInfo, and the standard applications in MS Office)
- Ability to develop and maintain collaborative relationships with relevant government agencies, bilaterals and other NGOs.
- Willingness and ability to travel nationally and internationally as required.
Minimum Requirements: Education and Experience
MS/MA/MPH in public health or related field with and 5 - 7 years relevant experience in HIV/AIDS surveillance or any other disease surveillance or family planning with international development programs;
or PhD, MD or similar degree with 3 - 5 years relevant experience in HIV/AIDS or any other disease surveillance or family planning with international development programs.
