Meal Officer Job in Kenya - PWJ

PWJ is looking to fill the position of the MEAL Officer who will be responsible for supporting MEAL Operations in Kakuma Operation; with a central focus on data science/information management for Program decision-making. The MEAL Officer will be supervised by the Area Manager in charge of the Kakuma operation. The successful candidate will support various projects within the operation as described in the task and responsibility section below.

Tasks and Responsibilities

Monitoring & Evaluation

  • Lead the design and implementation of project-specific M&E frameworks, including indicators, baselines, and targets.
  • Develop and oversee data collection tools (surveys, focus groups, observation checklists) ensuring methodological rigor.

  • Supervise field data collection teams, ensuring quality, timeliness, and adherence to ethical standards.
  • Conduct regular data verification and validation exercises to maintain accuracy and reliability.
  • Produce analytical reports highlighting trends, gaps, and recommendations for program improvement.

Accountability

  • Establish and manage community feedback and complaint mechanisms (hotlines, suggestion boxes, digital platforms).
  • Ensure feedback is systematically recorded, analyzed, and responded to in line with organizational accountability standards.
  • Train staff and partners on accountability principles, safeguarding, and protection from sexual exploitation and abuse (PSEA).
  • Integrate accountability findings into program decision-making and donor reporting.

Learning

  • Facilitate After-Action Reviews (AARs), lessons-learned workshops, and knowledge- sharing sessions across teams.
  • Document best practices and success stories for internal learning and external visibility.
  • Support adaptive management by providing evidence-based recommendations to program managers.
  • Contribute to organizational learning agendas, linking field insights to strategic planning.

Capacity Building

  • Mentor MEAL Assistants and field enumerators, building their technical skills in data collection, analysis, and reporting.
  • Develop training materials and deliver sessions on MEAL tools, data ethics, and humanitarian standards.
  • Strengthen partner organizations’ MEAL systems through coaching and joint monitoring exercises.

Coordination & Compliance

  • Represent MEAL functions in inter-agency coordination forums, clusters, and donor meetings.
  • Ensure compliance with Core Humanitarian Standards (CHS), Sphere Standards, and donor-specific MEAL requirements.
  • Collaborate with program teams to integrate MEAL into proposal design, logframes, and budgets.
  • Support external evaluations by coordinating logistics, providing data, and reviewing draft reports.

Data Management & Technology

  • Oversee digital data collection platforms (Kobo, CommCare, ODK) and ensure secure data storage.
  • Develop dashboards and visualization tools for real-time monitoring and decision- making.
  • Ensure data protection and confidentiality in line with GDPR and humanitarian data responsibility guidelines.

Qualifications:

  • Minimum of 7 year of experience in Monitoring and Evaluation and/or Data Science
  • Bachelor’s degree in Statistics and Programming, Mathematics and Computer science, Monitoring and Evaluation, Project management, Information Technology, Biostatistics, Social Work or its equivalent
  • Strong ability to analyze, manipulate and interpret data using statistical methods (descriptive/inferential statistics) using statistical software, especially R, Python, SPSS, and/or STATA
  • Ability to conduct sentiment analysis and gain insights from qualitative studies using qualitative analysis software, especially NVIVO, Dedoose, Taguette and/or QDAminer
  • The applicant MUST have great data visualization skills using software like Tableau, Power BI, R shiny, Flexdashboard and/or Looker Studio
  • Efficient and effective data engineering skills using SQL databases connecting the frameworks to different visualization tools and webs
  • Ability to develop the theory of change linked to results framework and logical framework creating an effective monitoring and evaluation plan for project implementation and evaluation
  • Ability to create a functional feedback and response mechanism using various methods connecting the implementing party to the project participants
  • Strong report-writing skills.
  • Experience in designing and use of data collection tools (Kobocollect, SurveyCTO & ODK)
  • MS Office Suit.
