Responsibilities
Duties
and responsibilities at this level will entail:
- Initiation, interpretation, implementation and review of policies,
strategies, procedures and programme.
- Coordination, management and supervision of general functions in the
County.
- Coordination of public service reforms.
- Overseeing service delivery in the County.
- Oversee development of programmes and projects to empower the
community.
- Coordination and facilitation of citizen participation in policies,
plans and delivery of services; facilitation of intra- and
inter-governmental relations and conflict resolutions.
- Oversee safe custody of county government assets.
- Coordination and liaison with other directorates and departments in
the county.
- Ensure compliance with legal, statutory and regulatory requirements.
- Ensure compliance with national values and principles of good
governance.
- Exercise any functions and powers delegated by the County Public
Board under section
- Coordination of development and implementation of the departmental
strategic plan.
- Ensure development and review of departmental annual work plans and
budgets.
- Management of departmental performance.
- Ensure compliance with principles and values of good governance.
- Management of departmental assets and finances.
- Overall management and development of staff.
- Coordinating Government business.
- Coordinating activities touching on SAGAs within departments.
- Coordinating and ensuring timely response to County Assembly
business and preparation of departmental statements, briefs and reports.
- Ensuring integrity and ethical conduct within the department.
- Ensuring security of Government assets.
- Chairing directorate and departmental meetings.
- Coordinating administrative matters in departments.
- Representing the chief officer in various meetings and stakeholders’
fora.
- Facilitating mobilization of resources for effective public service
delivery.
- Preparation of County Government functions briefs and programmes.
Requirements
For
appointment to this grade, an officer must have:
- Work experience of twelve (12) years or in a comparable and relevant
position in the Public Service or Private Sector.
- Bachelor’s degree in any of the following disciplines: public
administration, business administration/management, community development
or any other social science from a recognized institution.
- Master’s degree in any of the following disciplines: public
administration, business administration/management, community development
or any other social science from a recognized institution.
- Certificate in Senior Management Course or its equivalent lasting
not less than four (4) weeks or an equivalent qualification from a
recognized institution.
- Certificate in Strategic Leadership Development Programme or its
equivalent qualification lasting not less than six (6) weeks from a
recognized institution.
- Diploma in Advanced Public Administration or equivalent
qualification from a recognized institution.
- Certificate in computer application skills from a recognized
institution.
- Meet the requirements of chapter 6 of the Constitution of Kenya,
2010.
- Demonstrated a thorough understanding of national goals, policies,
objectives and the ability to relate them to the administration.
