The TF GBV Specialist is responsible for providing technical assistance and strategic support for quality interventions and coordination related to technology facilitated gender-based violence (TF GBV) delivered in support of implementation of the UNFPA GBV Operational Plan, Flourish. This will include support for the UNFPA leadership in delivering against programmes and partnerships across regions and countries to increase our capacity to respond and prevent TF GBV. This role will also support increased coordination across CSOs, academia, Government, digital rights and feminist movements, technologists and business and tech to ensure a strong foundation movement for ending TF GBV. Given the role of UNFPA for the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership), this position will support technical and convening support to bring together countries, international organizations, civil society, and the private sector to better prioritize, understand, prevent, and address the growing scourge of technology-facilitated gender-based violence.
- The position will also require a high level of coordination
across UNFPA and more particularly the Gender, Rights and Inclusion
Branch, Humanitarian Division and Regional and Country offices. It will
also require coordination across UN agencies, donors and member States.
- The TF GBV Specialist will report directly to the Programme
Adviser, Gender Based Violence, within the Gender, Rights and Inclusion
Branch, Programme Division, a new structure that will become effective 1
August 2024.
Job Purpose:
- The TF GBV Specialist will support the Gender, Rights and
Inclusion Branch, Programme Division in strengthening global TF GBV
response and prevention capacity as well as using technology in GBV
responses. It will require support for global and regional strategies
including intensive technical support to UNFPA country offices and
multisectoral partners. The position will also ensure quality execution of
UNFPA’s role in support of the Global Advisory Group to the Steering
Committee Global Partnership for Action on Gender-Based Online Harassment
and Abuse as well as ongoing coordination and convening across CSO,
women’s and digital rights movements, regional bodies, business and tech
and technologists.
- Learning and technical products developed will provide a basis
for preparation of a global model for future scale up including
development of regional and global strategies in driving forward the
global movement for ethical technology.
- The TF GBV Specialist’s role will include support for
advocacy, development, and evaluation of TF GBV policies and programming
as well as knowledge management and resource mobilization.
Responsibilities
Strategic Results Support
- Provide technical guidance to expand UNFPA’s leadership in
supporting quality TF GBV interventions including data and measurement,
law and policy, response and prevention.
- Strengthen the integration of TF GBV into existing GBV
interventions at the country, regional and global level;
- Maintain and build UNFPA’s global leadership in progressing
response and support for survivors of TF GBV, including ensuring that all
technology and digital spaces are created using safe and ethical guidance.
- Roll out the Guidance on the Safe and Ethical Use of
Technology in GBV Interventions across UNFPA, academia, women’s and
digital rights movements, Government and CSOs to support broad acceptance
and use of the guidance as well as support advocacy with business and tech
for Safety by Design.
- Facilitate partnerships across UNFPA to support supplementary
programming including safe and effective roll out and management of the
GBVIMS+ and Primero.
- Support the dissemination, implementation and monitoring of
the forthcoming UNFPA GBV Operational Plan, Flourish.
- Engage in resource mobilization initiatives, proposals,
communication and reports to donors to support UNFPA’s TF GBV programming.
Capacity Development
- Develop UNFPA global capacity to understand and address TF GBV
and use technology safely and ethically;
- Maintain and facilitate partnerships globally as well as
regionally and in countries to maintain quality use of technology to
address GBV as well as prevent TF GBV;
- Support collaboration to enable UNFPA partnerships to continue
to maintain and progress Safety by Design and efforts to effectively
respond and prevent TF GBVl
- Engage with country teams and relevant country, regional and
global stakeholders in expanding the coordination and quality of
implementation of TF GBV programming, including coordination, data
collection, research, response and prevention.
- Ensure close collaboration across the work in supporting
increased UNFPA capacity to support design and implementation of safe case
management programmes;
- Facilitate increased use of appropriate technologies for GBV
interventions, data collection, and monitoring
- Support the development of Technology Facilitated GBV as an
area for UNFPA knowledge generation and programming
- Monitor and manage project implementation risks and progress,
and provide support to country teams in achieving and documenting results
- Evidence, Knowledge Development & Dissemination
- Manage communication activities related to TF GBV programming,
including updating and informing staff at HQ, regional and country levels
on knowledge products and newly created tools and resources
- Coordinate the documentation and sharing of technical
resources and promising practices through establishment of knowledge
management platforms and communities of practice
- Review GBV programming experiences from regional and country
offices, synthesize evidence, and curate materials for shared learning
platforms
- Undertake the organization of technical workshops,
inter-agency meetings, panel discussions, roundtables, working groups and
other events
- Provide technical review and quality assurance for training
curricula, tools, and products developed relating to multisectoral GBV
response
- Contribute to the research, development, and presentation of
analytical reports, research papers, briefing notes, background papers,
summaries, correspondence on issues related to GBV
- Provide technical support at country, regional and global
level for the development and improvement of GBV monitoring and evaluation
practices
- Participate in inter-agency fora and inter-agency
capacity-building activities on GBV, including intersectional issues, as
needed
- Carry out any other duties as may be required by the branch
leadership.
Qualifications and Experience:
Education:
- Advanced university degree (Masters degree or higher) in
social work, gender, public health, international development, or other
related discipline.
Knowledge and Experience:
- 7 years of increasingly responsible professional work
experience in developing, implementing, managing and evaluating GBV
interventions;
- Experience in developing SOPs, guidelines, training materials,
assessments, and tools for GBV services, with a particular focus on TF GBV
- Excellent knowledge and understanding of international GBV
guidelines and resources relating to TF GBV and Safety by Design
- Proven communications and interpersonal skills, IT literacy,
and organizational skills
- Strong track record of technical leadership, and proven
ability to produce demonstrable results
- Familiarity with UN systems and procedures, management and
monitoring tools is desirable
Languages:
- Fluency in English; knowledge of other official UN languages,
preferably French and/or Spanish, is desirable.
