Regional Public Health Advisor

Increase the impact of Oxfam’s emergency water, sanitation, and hygiene promotion work across 9 countries of the Horn, East and Central Africa by building the technical capacity of our country teams and partners to design and implement quality water and sanitation interventions.
In addition to acting as surge capacity for new crises, we’ll expect you to take the lead on long-term strategic thinking and operational planning, ensuring our programmes are ready to respond to the large-scale and complex humanitarian emergencies that characterize this region.
The Role
You will provide technical advice and guidance to ongoing public health programmes across the region, building the capacity of staff and partners to implement quality programmes.
You will link programmes in the region to global research, development and innovation efforts, and represent Oxfam in technical forums at the regional and global level.
You will ensure Oxfam’s public health teams are ready for new emergencies, and will lead emergency scale-ups including technical assessments and the development of response strategies.
The Person
As well as a Masters degree in water & sanitation or engineering (or the equivalent in technical knowledge and experience), you’ll have substantial practical experience of water and sanitation programming in developing countries, including in complex emergency situations.
We’ll be looking for a background in integrated WASH programming (combining engineering and public health promotion) with a proven understanding of health promotion approaches and methodologies.
Experience in and commitment to integrating gender concerns into water and sanitation programmes is highly desirable. You must be fluent in written and spoken English.
Knowledge of French, Arabic, Swahili or Somali would be an advantage.
