Job Title: Programme Manager
Responsible
for providing strategic, technical, and managerial leadership for the Uzazi
Salama programme, overseeing implementation, workplans, budgets, programme
performance, partner coordination, risk management, reporting, quality
assurance, and sustainability while supporting capacity building and
stakeholder engagement. Requires a Bachelor’s degree in Nursing, Medicine,
Clinical Medicine, Public Health, Reproductive Health, Midwifery, or a related
health discipline, with 5–7 years’ experience. The position is based in Nairobi
and requires on-site work.
Job Summary
Responsible
for overall leadership, strategic direction and accountability for the Uzazi
Salama programme, ensuring that programme objectives, deliverables and grant
commitments are achieved to a high standard. The Programme Manager will lead
programme planning and performance management; coordinate CHAK, Girl Effect,
Kiambu County and other stakeholders; provide oversight of technical,
monitoring and financial performance; and ensure that community, facility,
health-system and digital interventions are implemented as an integrated
programme. The PM is the technical lead for the project and shall support
supervision and capacity building functions of the programme. The position will
serve as the principal programme liaison with M-PESA Foundation and senior
county stakeholders and will be accountable for programme quality, risk
management, compliance, sustainability and achievement of results.
Key Responsibilities
Provide
overall strategic, technical and managerial leadership for the Uzazi Salama
programme and remain accountable for achievement of approved objectives,
milestones and results.
Lead
development, approval and periodic review of annual and quarterly workplans,
implementation priorities and programme performance targets.
Provide
oversight of programme implementation across community, facility, county health
system and digital workstreams, ensuring coherence and alignment with RMNCAH
priorities.
Supervise
and provide direction to the Programme Officer and M&E Officer, and
coordinate closely with finance and other technical functions to ensure
effective programme delivery.
Promote
evidence use, learning, innovation and documentation of programme results to
support sustainability and potential scale-up of the Uzazi Salama model.
Coordinate
performance and accountability of consortium and implementation partners,
including CHAK, Girl Effect, county structures and other programme
stakeholders.
Review
programme performance, expenditure, implementation risks and emerging issues,
and institute timely corrective or adaptive management actions.
Serve as
the primary programme liaison with M-PESA Foundation and represent the
programme in high-level engagements with Kiambu County leadership, Ministry of
Health and other strategic stakeholders.
Ensure
programme implementation complies with approved grant requirements, CHAK
policies, relevant government standards and agreed quality-assurance
mechanisms.
Guide
preparation and quality review of programme plans, technical reports, donor
reports, presentations and other key programme deliverables.
Oversee
programme transition and sustainability planning, including alignment of
priority interventions with county plans, budgets and existing service-delivery
systems.
Perform
any other duties commensurate with the role as may be assigned by the
supervisor.
Coordinates
capacity strengthening functions of the programme
Qualifications and Experience
Bachelor’s
degree in nursing, Medicine, Clinical Medicine, Public Health, Reproductive
Health, Midwifery or another relevant health discipline.
A
master’s degree in public health, Health Systems Management, Reproductive
Health, Project Management or related field would be an added advantage.
Relevant
professional registration/licensure where applicable
Required Skills & Competencies
At least
5-7 years’ progressive experience in RMNCAH, MNCH, reproductive health, family
planning or related health programmes.
At least
3–5 years in a programme management or senior technical leadership role.
Demonstrable
experience managing donor-funded health programmes.
Experience
working with Kenya’s national and county health systems.
Experience
in facility-based and community-based RMNCAH programming.
Experience
in quality improvement and supportive supervision.
Experience
managing multidisciplinary programme teams.
Experience
working with government, faith-based organisations and development partners.
High
level of initiative, integrity, and ability to work with minimal supervision.
