Key Responsibilities
Program
Planning, Implementation & Development
- Lead the design and implementation of SOGIESC inclusion
interventions within humanitarian programming, ensuring approaches are
participatory, context-responsive, and aligned with ORAM’s strategic
priorities.
- Lead stakeholder mapping and analysis to identify, engage, and
maintain strategic relationships with key actors.
- Coordinate and facilitate co-creation processes with stakeholders to
strengthen program management tools and ensure their relevance, usability,
and uptake across partners.
- Oversee the planning and delivery of capacity strengthening
initiatives for LGBTIQ refugees, including Training-of-Trainers (ToT)
approaches that build technical knowledge, and facilitation skills.
- Facilitate and deliver inclusive training to diverse stakeholders,
applying adult learning, rights-based, and grounded in the lived realities
of LGBTIQ communities.
- Adapt program strategies based on field realities, particularly in
refugee settings such as Kakuma, ensuring responsiveness to emerging
protection and inclusion needs.
Program
Development and Learning
- Identify and develop innovative approaches to mainstream
SOGIESC/GEDI in humanitarian, human rights programming, drawing on field
learning and stakeholder feedback.
- Contribute to the development of project concepts, proposals, and
budgets.
- Conduct contextual analysis and contribute to identifying program
gaps, particularly in relation to inclusion and access for marginalized
groups.
Monitoring,
Evaluation, Accountability & Reporting
- Strengthen and implement relevant MEAL tools for the inclusion
program.
- Produce quality narrative and analytical reports, documenting
program progress, impact, and lessons learned.
- Facilitate reflective learning processes with teams, partners, and
participants to inform adaptive programming.
Budget
Management & Compliance
- Lead the management of activity-based budgets, ensuring alignment
with program plans and efficient resource utilization.
- Monitor expenditure and ensure compliance with donor and
organizational financial requirements, and engage in timely corrective
actions.
Operational
& Data Management
Ensure
effective coordination of program logistics, including trainings, workshops,
and field activities in Nairobi and Kakuma.
- Maintain strong data protection and confidentiality practices
- Ensure compliance with organizational safety, security, and
safeguarding protocols in all areas of program implementation.
Partnership
Building
- Represent ORAM and the program towards a wide range of stakeholders,
including individual Refuge-led CBOs, national & county government,
humanitarian agencies and private sector actors. To this end, ensure
professional standards in the external representation of ORAM to build
trust and ensure effective collaboration with all concerned stakeholders.
- Facilitate meaningful community engagement and participation,
ensuring programs are grounded in the priorities and experiences of LGBTIQ
refugees.
- Identify opportunities for collaboration or resource mobilization
with partners and community networks to strengthen program sustainability
and impact.
Team
Management
- Participate in recruitment and onboarding and oversight of program
assistants and consultants.
- Provide day-to-day oversight of program consultants.
- Promote accountability, communicate expectations, and provide
constructive feedback informally and formally via regular one-on-one and
performance reviews to Program and Field Assistants.
- Review and approve leave for staff.
- Contribute to the identification of staff capacity gaps and
developing capacity strengthening plans.
The
duties and responsibilities as set out above are not exhaustive and the role
holder may be required to carry out additional duties within the reasonableness
of their level of skills and experience.
Qualifications &
Competencies
- Education: A minimum Bachelor’s degree in Social Sciences, Gender
Studies, Law, Humanitarian, Development, or a related field.
- Experience: At least 5 years in humanitarian program management
(refugee context preferred).
- Demonstrated experience facilitating SOGIESC inclusion training or
capacity-building for diverse groups.
- Experience designing and implementing GEDI (Gender Equality,
Disability Inclusion) or SOGIESC-related programs.
- Ability to integrate SOGIESC/GEDI principles across program design,
implementation, and evaluation.
- Knowledge: Strong understanding of Kenyan legal/policy framework on
LGBTIQ rights and international human rights standards.
- Deep familiarity with refugee protection and community development
principles. Proficiency with program cycle management and MEL
methodologies.
